    On 19 February 2024, the Government announced that seven medical institutions in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) have been included in the Elderly Health Care Voucher GBA Pilot Scheme (Pilot Scheme). The pilot medical institutions are expected to gradually launch the relevant arrangements under the Pilot Scheme starting from the third quarter of 2024 and enable eligible Hong Kong elderly persons to use elderly health care vouchers to pay for services received.     On 13 November 2023, a three-year “Elderly Health Care Voucher Pilot Reward Scheme” will be rolled out under the Elderly Health Care Voucher Scheme. Eligible Hong Kong elderly persons accumulating voucher spending of at least $1,000 on designated primary healthcare services within the same year will be allotted $500 reward to their voucher accounts for using towards disease prevention and health management services.     The Elderly Health Care Voucher Scheme is further enhanced to allow the shared use of health care vouchers between spouses and the use of electronic consent (e-consent). With effect from 28 July 2023, two elderly persons in spousal relationship, both aged 65 or above and eligible to use vouchers, can share use their vouchers after pairing up their voucher accounts upon mutual consent. After pairing up their accounts, either party can, upon exhaustion of his/her voucher account balance, use the voucher balance in his/her spouse’s account. System improvement measures, including the introduction of e-consent to replace the previous paper-based consent, will also be implemented on the same date.     The coverage of the Elderly Health Care Voucher Scheme extends to include four categories of healthcare profession under the Accredited Registers Scheme for Healthcare Professions. Apart from the primary healthcare services provided by medical practitioners, Chinese medicine practitioners, dentists, nurses, physiotherapists, occupational therapists, radiographers, medical laboratory technologists, chiropractors and optometrists with Part I registration, eligible elderly persons will also be able to make use of vouchers to pay for the primary healthcare services provided by audiologists, dietitians, clinical psychologists and speech therapists enrolled in the Elderly Health Care Voucher Scheme with effect from 28.4.2023.     The scheme for the use of Elderly Health Care Voucher at the University of Hong Kong – Shenzhen Hospital will be extended to cover Huawei Li Zhi Yuan Community Health Service Center set up by the hospital. Eligible Hong Kong elderly persons will be able to use the Elderly Health Care Voucher to pay for the fees of outpatient healthcare services at the Health Service Center with effect from 17 April 2023.     An additional $1,000 worth of vouchers will be provided, on a one-off basis, to each eligible elder on 26 June 2019. The accumulation limit of the vouchers will also be increased to $8,000 on the same day as a regular measure.

    Besides, several other enhancement measures as below will also take effect on the same day: (a) setting a cap of $2,000 every two years on the voucher amount that can be spent by each eligible elder on optometry services; (b) improving the enquiry system for checking voucher balances; and (c) regularising the Pilot Scheme at the University of Hong Kong – Shenzhen Hospital.

  • Date: 15-06-2017
    The present eligibility age for the Scheme will be lowered from 70 to 65 with effect from 1 July 2017. Elders aged 65 to 69 in 2017 and holding a valid Hong Kong Identity Card or Certificate of Exemption issued by the Immigration Department can make use of the vouchers starting from 1 July 2017 to settle the fees of primary care services provided by participating healthcare service providers.     To provide one more service point for Hong Kong elders to use health care vouchers and facilitate those who reside in the Mainland to seek medical treatment in Shenzhen, the HKSARG has launched the Pilot Scheme at the HKU-SZ Hospital. Eligible Hong Kong elders can use health care vouchers to pay for the fees of outpatient services provided by designated clinics/departments of the HKU-SZ Hospital.     To give elders greater flexibility in using the vouchers and to reduce the administrative burden on enrolled healthcare service providers, the face value of each voucher has been lowered from $50 to $1 with effect from 1 July 2014.

    The annual voucher amount has been doubled to $2,000 for each eligible elder. The additional voucher amount of $1,000 for the year 2014 will be released to elders' eHealth Accounts starting from 7 June 2014.
